You have so nice scene here and I made just a slight changes to try to make it "my way". So, here are the steps:
1. Aligned horison
2. Made some contrast ajustments
3. Cropped image to make it in 16:9 ratio and to remove that piece of water that was "to much"
4. Added frame

As you can see in my gallery, there are few things I just love to shoot. One of them are bare trees. And I like your shot. I just made some ajustments to make it look like I love. I hope you like it too!
And there are steps I made.
1. Clone tool to remove sculpture and part of the building
2. Added sepia tones, some grunge effects to make photo more "dirty"
3. Burned bottom of the photo
4. Added frame

I love sunsets and sunrises. This is nice shot, but I needem to make it a little bit more "dreamy". I know I should do it a little bit more precise, especially when we talk about removing wires, but I am tired and "something" is pushing me to have just a little bit time excersising in PS. :-) I hope you like it.
Steps:
1. CROP - 16:9
2. Clone tool to remove wires
3. 3 kind of glows (actions)
4. Red filter
5. Frame
