A very relaxing and romantic photo. Beautiful tones and lighting. I assume you used a ND filter and a long exposure??

I think this is totally a work of shutter time that worked superbly, as the water in foreground and clouds in sky both make a result of cotton candy effect.

The only weakness I see is the placement of horizon line in center of the image.
