apparently all openings of the building have been sealed, and this croco is the only colorful left in the surroundings. and the way you shot it gives some color to this uninhabited block. slow shutterspeed (may be on purpose) blurred the cars

Plenty of interest in this photo. Unlike a previous image, somehow this one doesn't seem cluttered. Very vivid colours, did you enhance the saturation? If so, it's not too much, except maybe it's made the sky too dark and heavy.
I like the blur of the traffic caused by the relatively slow shutter speed.
