Ok shot but in my opinion it would be better with some space cropped from the top and right, to bring the horizon up to the 1/3rd point for better composition. I also personally would prefer it without the frame effect, in my view it cheapens the shot.

Just my feedback!

I like the composition and the tonality and the mood.
I d.on´t like the frame but I don´t like frames.

The sheer rot of the scene and the building about to fall down has a visceral feel.....The black and white treatment was appropriate! The drama of the building about to be overcome and collapse convenced me to give it an extra point
